军队新型医疗费用支付模式研究与实践

Study and Practice on New Type of Payment Mode of Medical Fees in Army

随着国家医疗卫生事业和全民社会医疗保障事业的快速发展,军队医院对外医疗服务规模与能力大幅提升,但军队人员的医疗费用支付模式并未随之改变。如何优化经费保障结构,探索军队人员医疗费用支付模式制度化、规范化和标准化,是新时期军队卫生工作改革的重要任务之一。本文就北京军区开展军队新型医疗费用支付模式的基本思路、主要内容和做法进行了介绍,并对其重要意义和作用进行了探讨。

With the rapid development of national health care and social medical security for all the countrymen,the extent and capabilities of external medical services of military hospitals obviously increase.However the payment mode of medical expenses for military personnel has not been changed.How to optimize the structure of expense safeguard,explore institutionalization,regularization and standardization of payment mode in medical expenses for military personnel is one of the important tasks of military health reform in new era.The paper introduced the basic idea,the main contents and practices in Beijing military area command,and discussed the significance and effect of the study.
