领导干部法治思维的养成初探

A Probe into the Formation of the Leading Cadres’ Legal Thinking

党在十八大报告中第一次提出要“提高领导干部运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定能力”。这是十八大的一个亮点。为此，本文就法治思维的含义、基本要求，特别是领导干部法治思维养成的途径进行了初步探讨。

It is firstly reported in the 18th CPC National Congress that ＂Improve the leading cadres＇ ability to use legal thinking and legal methods to deepen the reform, promote the development, resolve conflicts, and to maintain the stability.＂ This is a lightspot. So this paper has made some discussion on the inner meaning and the basic needs of the legal thinking, and especially on the ways of forming the legal thinking for the leading cadres.
