海南日元贷款人才培养项目实施现状分析

Analytical Study on the Status Quo of Implementation of Hainan Yen Loans Talent Training Project

海南日元贷款人才培养项目是海南利用日本政府贷款,改善高等院校办学条件、促进科研水平和提高人才培养能力的综合性教育项目。是海南省第一次利用国外政府贷款实施的高校人才培养项目。累计贷款总额31.5亿日元,涉及三所高校,分别为海南大学、海南师范大学、海南医学院。项目的实施,大大缓解了项目院校乃至全省高等教育经费投入不足困境;因扩招而带来学校硬件设施相对不足状况有了较大改善;拓宽了海南高校教师学术视野;一定程度提高了海南高校教师教学科研水平。

Hainan Yen Loans Talent Training Project is the comprehensive education project in which Hainan uses Japanese government loans to improve the conditions of operation, the quality of scientific re- search and the ability of talent training in Hainan＇ s institutions of higher education. This is the first time for Hainan to apply foreign government loans to university talent training. This project involves three universities, Hainan University, Hainan Normal University and Hainan Medical College, and the loans account to 3.15 bil- lion yen in total. The implementation of this project can ease the tension in funding of the project universities,even of the higher education of Hainan, can improve the insufficiency of hardware facilities caused by the en- rollment expansion, and can expand the academic horizons and the increase the level in teaching and research of the teachers in Hainan colleges and universities.
