摘要
学区集团化管理是促进区域义务教育均衡发展的途径之一,已成为我国多个区域推进教育均衡发展的有力抓手。运用成本收益分析法,从政策作用的主客体,教育管理者、教育举办者、教育者和受教育者角度,探讨学区集团化管理这一教育政策的实践效果,进一步完善学区集团化管理,要促进"合作利益"的产生和分享,鼓励学区成员参与不同合作群体。
Group management of school district, as one of the ways to promote the balanced development of regional compulsory education, in essence is a management system of compulsory education. It has become a powerful tool to further the balanced development of education in many regions in China. Public policies u- sually have economic input or output, and cost - profit analysis is a common method in the analysis of eco- nomic benefit. This paper explores the practice effects by using this method from the perspectives of the effec- tive objects of the policies, education managers, education sponsors, educators and educatees. In order to im- prove the group management of school district, it is essential to promote the emergence and sharing of "coop- erative interest" and encourage school district members to participate in different cooperative groups.
