增强高校应对网络突发事件能力的制度视角

Strengthening the Ability to Cope with the Internet Emergencies from a Regulatory Perspective

合理有效的制度建设是高校提高解决网络突发事件能力的重要途径。制度的建设既可以规范网络行为,减少网络突发事件的不确定性,促进部门和工作人员的分工,提高学校应对网络突发事件的整体合力,也可以抑制应对网络突发事件的机会主义。就目前高校应对突发事件的现状来看,高校应当重点加强解决网络突发事件的预警制度、组织制度和信息宣传制度的建设。

Reasonable and effective regulation development is an important way to enhance a university’s ability to cope with the Internet emergencies.Regulation development can restrain online behavior,reduce the uncertainty of the Internet emergencies,promote the labour division of various departments and staff,enhance a university’s joint forces of coping with the Internet emergencies.It can also restrain opportunism to cope with the Internet emergencies.Now,the university should focus on strengthening the early warning institution,organization institution and publicity institution to cope with the Internet emergencies.
