我国加入WTO后的外汇管理与政策建议

The suggestions to improve our exchange control after China enters into WTO

WTO中的服务贸易总协定 ,虽然没有直接涉及外汇管理、汇率制度和货币兑换制度 ,但实际中将涉及这些问题。中国加入WTO以后 ,需要采取灵活态度和政策对待外资金融机构的行为 ,适当发展外汇期货和外汇期权 ,以规避汇率风险。开办国内企业、个人间的外汇交易市场 ,增加结汇、售汇制度的灵活性 ,但要谨慎对待人民币资本项目自由兑换。

There are nothings about exchange control and exchange freedom of moneys in 《General Agreement on Trades in Services》.In fact,after China enters into WTO,our exchange control system and policies will be influenced.Therefore,the government should take flexible measures and policies to foreign finance institutions' activities,develop exchange options and exchange transactions,set up a new exchange market between enterprises and individuals,and decontrol foreign exchange. However,the exchange freedom in capital account of renminbi must take a long time.
