Unfavorable Dichotomy between Academic and Administrative Management in University

作为大学核心工作的学术活动,其相应的权力特征也构成了大学的特有权力模式。然而,大学管理在试图突出学术权力的同时,对学术权力的认识却是狭义的,在权力机制上将学术权力孤立起来,形成了学术与行政的权力二分模式。这不仅割裂了大学管理的完整性,而且也令学术权力失去了真正的舞台,丧失了应有的学术话语权。真正的现代大学制度,是建立在大学党委政治权力、校长行政权力以及教授学术权力三权分立基础之上的,这就需要以学术权力为大学立法,使其与党委决策和校长行政形成权力制衡。

Academic power is the core of university powers for its academic mode.However,the academic power is in isolation and reduced by separating it in the university management.Not only it separates the integrity of university management,but also makes the academic power lost real stage,and the loss of a powerful academic strength.The real modern university system,is based on separation of the three powers,that＇s the academic power for the college legislation,politic power of Party decision and the administration power of president in modern university.
