Evaluation Methods and Techniques of Law Enforcement Effect in the Perspective of a Mixed Methodology

采用混合主义视角将定量方法和定性方法融合到法律实施效果评估中是目前政策科学研究的趋势。在混合方法论的指导下,以一个逻辑清晰的评估方案为框架,从技术层面将法律实施的价值预设与实施效果的事实测量贯通起来,在评估的不同阶段要分别使用议题识别、指标测量、资料收集和分析方法,才能真正做到定量评估和定性评估的相辅相成并行不悖。

Researchers now use integrated quantitative and qualitative methods from a mixed per- spective to evaluate the law enforcement effect, which is a popular trend in the scientific policy re- search. With this, evaluators have a clear evaluation program as a framework, and integrate the pre- supposition of value with the implementation results. In the different stages of the evaluation, evalua- tors need to use the issues set, the index measurement, data collection and analysis methods to make the quantitative evaluation and the qualitative evaluation complement each other.
