十八大报告提出要把生态文明建设放在突出地位,作为"五位一体"总布局的重要方面使之融入经济建设、政治建设、文化建设、社会建设的各方面和全过程,对实现科学发展起到重要的保障作用。美丽中国强调生态与文化的多样性、整体性与和谐性,这是我国生态文明建设追求的目标和更高境界。
