我国人民代表大会实施“精英吸纳”战略的若干思考

Considerations about the Strategy of “Elite Cooptation” Adopted by People’s Congress

我国人民代表大会"精英吸纳"战略的实施,推动了我国政治民主化和科学化进程,但也不可避免地忽视了"非精英"的大众阶层。因此,在实施"精英吸纳"战略过程中,不但要考虑到社会精英阶层的政治参与,更要关注和吸纳非精英阶层的政治参与,最终全面推动人民代表大会制度的完善,以达到我国民主政治的整体进步。

The strategy of ＂elite cooptation＂ adopted by People’s Congress has greatly promoted and enhanced the democratic and scientific progress of our politics,yet it is not free from the defect that the great mass of non-elite has been ignored.Therefore,in carrying out the strategy,it is necessary to take into consideration not only the elite participation in politics,but also the participation of those non-elites,so as to comprehensively improve the development of the system of People’s Congress and the progress of our democracy.
