禽流感暴发造成的养殖户经济损失评价及补偿政策分析

Estimation of The Farmers’ Economic Losses for the Outbreaks of Aavian Influenza and Compensation Policy

以蛋鸡养殖户为研究对象,建立养殖户经济损失评价模型,测算了禽流感暴发给养殖户造成的经济损失,并对政府疫情损失补偿强度进行了分析。结果表明:每只蛋鸡平均损失为37.83元,其中直接经济损失约占90%,间接经济损失约占10%,但不同日龄蛋鸡经济损失差异较大;政府的补偿强度仅为26.43%,在补偿标准偏低而养殖户又缺乏风险转移能力的条件下,疫情损失主要由养殖户自己承担。

Taking the farmers as the objects to establish the estimation model of the economic loss for the outbreaks of avian influenza,the analysis of the government epidemic compensation strength shows that the farmers lose $37.83 yuan per hen,including the direct loss,occupied 90% of the total loss,indirect loss,occupied 10% of the total loss,however in the differential matters of the ages for hen,distinguished from others.The governmental compensation percent is only 26.43%,the main lose of the epidemic loss is burden by the farmers on the condition of the lower compensation standard and the farm less crisis of the transferring.
