Because of the profound changes of world situation, national condition and party situation, the construction of party members faced some new issues and new challenges. Xi Jinping emphasizes ＂ strictly administering the party＂ in order to solve the outstanding issues of the CPC, advance the cause of socialist modernization construction, and successfully complete the grand goal of building a well-off society and achieve ＂ China dream＂. He puts forward new requirement about the contingent of Party members＇ construction from controlling the numbers, optimizing the structure, improving the quality and playing the exemplary role.
