城乡一体新社区管理与服务体制的理论与实践探讨——以嘉兴市为例

Discussion about the Theory and Practice of Administration and Service System of New Communities Including Urban and Rural Aareas as a Whole——Taking Jiaxing for Example

从理论上阐述了城乡一体新社区的含义和特点,分析了嘉兴市推进城乡一体新社区管理与服务体制的现状、存在的问题以及所做的实践探索,并提出进一步健全与完善城乡一体新社区管理与服务体制的建议:一是进一步完善"政府主导+社区自治"的管理模式;二是进一步完善服务体系;三是继续完善公共服务设施。

This paper first introduces the definition, characteristics and contemporary situation of the com- munities which include urban and rural areas as a whole. It analyzes the exploratory practice of establishing the administration and service system in such communities in Jiaxing, figures out the difficulties and problems, and then puts forward some suggestions for optimizing the administration and service system as follows： First, to further improve the management mode of ＂government--guidance ＋ community autonomy＂; second, to further improve the service system; third, to continue to improve public service facilities.
