This paper puts forward a new method of determining the elements of the regional ellipsoid for urban control networks. Compared with the prevenient methods, it is no more to make intersection of the ellipsoidal surface and the surface of mean height only in a single point, but to approximate those two surfaces in several points. By way of this one can reduce the scale difference resulted from inclination of the ellipsoidal surface toward the surface of mean height.
