摘要
慢行交通包括步行、自行车、设计时速小于20公里/小时的电(助)动车三种交通方式。国外自20世纪90年代以来越来越重视慢行交通在城市中的作用与功能。国内在住建部支持下慢行交通提速发展。上海在全国最早引入慢行交通理念,发展慢行交通有助于上海缓解城市的交通拥堵、保护城市的宜居环境、促进节能减排,保持城市的持久活力。面对新时期的现实需求,文章对上海建立"安全关爱、通行有序、出入便捷、富有活力"的慢行交通体系开展研究,按照路权公平、功能匹配、以人为本的原则,从理念层面、规划层面、设计层面及试点示范区域等推进实施方面提出建议。
Slow-traffic includes pedestrian, bicycle and moped under the speed of 20km/h. Foreign countries paid more attention to slow-traffic since 1960s. Domestic slow-traffic is supported by the Department of housing and urban. Shanghai was one of the first cities to introduce slow-traffic concept, which is helpful for reducing traffic congestion and a sustainable life. This paper focuses on establishing a slow-traffic system which is safe, orderly, fast and energetic in Shanghai.
