摘要
本文通过分析杭政办函〔2008〕128号《关于杭州市主城区供热方式调整总体方案》的通知下发后,杭州市主城区集中供热方式的现状和在实施调整中暴露出的问题,阐述杭州市主城区今后集中用能的方式和能源结构优化的方向,以及实施杭州主城区集中供热方式调整的目标、原则和手段;并就政府如何发挥政策和市场导向作用,推动科技创新,实现节能减排谈一些看法和建议。
In this paper, the current situation of centralized heating in the main urban area of Hangzhou and problems exposed in the implementation of the adjustment after the issuance of Hangzhou Municipal Government Letter [2008] No. 128, Notice Overall program of heating adjustment in the main urban area of Hangzhou are analyzed; future methods of centralized energy use and direction of energy structure optimization in the main urban area of Hangzhou, as well as the objectives, principles and means to implement centralized heating in the main urban area of Hangzhou are elaborated; and some opinions and recommendations are proposed for government to make use of orientation of policy and market, to promote scientific and technological innovation, and to achieve energy conservation and emission reduction.
