对建设单位而言,工程造价的含义就是指一项工程预计开支或实际开支的全部固定资产投资费用,即工程投资费用。建设单位对工程造价管理应始终贯穿于工程建设的全过程,才能有效地控制工程造价,取得较好投资效益。
