Based on the new en,dronment such as network information technology, education reform and public li- brary free open to society, the article discusses reform and innovation of primary and middle school library function and service, and combined with practical experience of Zhuhai primary and middle school libraries, explores the whole development strategy for regional primary and middle school libraries.
