廉政文化首先应是一种规则文化;规则意识是廉政文化建设的重要思想基础和非制度性资源,规则意识能够有效规范从政行为,规则意识中的权利——权力意识和个人诚信意识为廉政文化建设提供了坚实的法理基础和伦理基础。廉政文化建设若取得实效,必须将规则意识培育融入其中并着力培养规则权威意识、规则平等意识和规则约权意识。
