Strategic thinking is a kind of overall, long-term and systematic thinking. To deepen the reform of the administrative system with strategic thinking, it is required to gain an understanding of the new historic background in the crucial period of building a well--off society from an overall perspective; to scientifically define the values and basic concepts of deepening the reform from a long--term perspective, and build a service--oriented government with citizens＇ satisfaction, a efficient government in conformity with the requirements of market--oriented economy, a seamless government with a reasonable staff scale, a government by law characterized with justice and integrity, and a honest, open and transparent government; to correctly grasp the ways and means of deepening the reform from a systematic perspective, with a view to achieve the uniformity of overall planning with problem orientation, comprehensive advance with sectional breakthrough, the self--reform of governments with citizens＇ drive.
