摘要
本文梳理了我国政府执行力的相关研究,系统研究了党政干部执行力不高的影响因素。基于地方实践调研归纳了包括执行意愿、工作技能和行为风格三方面主观因素和涉及到个体、组织和领导决策三个层面的客观因素。论文指出,可从完善激励约束机制、强化方式方法学习、转变思想观念、创新组织流程、强化领导能力等方面化解障碍因素,持续提高党政干部的执行力。
The paper explores the determinants of political cadres' implementation in the light of literature review. It's found that the subjective factors as wiliness, skills and behavioral manners, along with the objective factors as individual characteristics, organizational elements and leadership decision--making, might affect political cadres' implementation. In order to reduce the barriers of implementation and to advance cadres' implementation continually, the paper suggests governments and cadres should improve incentives and restraints, strengthen learning of ways and means, change the concepts and organizational processes, as well as enhance the leadership.
