我国政府职能部门的决策参与机制分析--以地域因素为主要考察变量

公务员对于以纵向政策诉求传递为特征的参与机制认同度较高,对于以横向政策诉求传递为特征的参与机制的认同度较低。经济发展对不同的参与机制的影响程度不同,不同的决策参与机制的完善对于经济发展的依赖程度也不同。直辖市的主动参与精神总体上不及普通省。地域狭小是造成直辖市政府职能部门参与动力不足的原因之一。较少的行政层级增强了直辖市政府本级对政府职能部门的控制力度,不利于培养政府职能部门公务员的主动参与精神。

Civil servants demonstrate higher approval degrees on the participation mechanism with the characteristic of vertical policy demands transferation, but they demonstrate lower approval degrees on the participation mechanism with the characteristic of horizontal policy demands transferation. Economic development poses the influence in varying degrees to the different participation mechanisms, and the perfection of the different decision--making participation mechanisms has different degrees of dependence on economic development. The active participation spirit of municipality is inferior to general province. One of the reasons that the government functional departments lack of the participation power is the narrow area of the municipality. The less administrative level strengthen the municipality＇ s control on the government functional departments, and go against cultivating civil servants＇ active participation spirit of the government functional departments in the municipalities.
