摘要
借助保护知识产权的规则,发达国家对重要技术实行垄断,使得他们能够以可更新的技术换取发展中国家不可再生的资源。基于原始创新的自主知识产权是形成技术垄断的基础。提高原始创新能力,形成有自主知识产权的重要技术,是发展中国家摆脱以资源换技术的困境,构建自己的技术比较优势,逐步实现可持续发展的重要策略。
By the protection rules of intellectual property right, the developed countries can monopolize important technologies, making them possible to exchange for non - renewable resources of developing countries with their renewable technologies. The proprietary intellectual property rights based on initial innovations lay the foundation of technological monopoly. Developin~ countries should get rid of the predicament of exchanging for technologies with resource, construct their own technological comparative advantages to realize sustainable development, try to enhance the capacity of initial innovation and create important technologies with proprietary intellectual property rights
