Deepen Reform of the Economic Structure and Strike a Balance between the Role of the Government and That of the Market

深化经济体制改革的核心问题是处理好政府和市场的关系,必须更加尊重市场规律,更好地发挥政府的作用。第一,政府要更加尊重市场规律,不违反价值规律,不违反供求规律,不违反竞争规律。第二,要改革审批制,减少审批事项,必要时改审批制为核准制或备案制。第三,要加大对非公有制经济的支持力度,依照《宪法》和《物权法》对待非公有制经济,使之同等使用生产要素,公平参与市场竞争,平等受到法律保护。

The core issue we face in economic structural reform is how to strike a balance between the role of the government and that of the market, and we should follow more closely the rules of the market and better play the role of the government. First, the government should follow more closely the rules of the market, and not violate the law of value, supply and demand and competition. Second, we should advance the reform of the administrative examination and approval system, reduce the number of items subject to administrative examination and approval,and implement approval or archival filing management system in necessity. Third, we should strengthen support for the development of the non-public sector, and give it the equal right in terms of the usage of factors of production, the participation of market competition and legal protection.
