我国应急物流发展模式探讨

On the Development Pattern of China's Emergency Logistics

应急物流是为满足应对突发事件物资需求,将应急物资从供应地紧急调运到目的地的特殊物流活动。实践证明,应急物流在应对突发事件中发挥了不可替代的作用。研究探讨科学合理的应急物流发展模式,加快推动应急物流工程建设,全面提高应急物流建设和发展的质量效益,对于加快推动我国应急物流建设具有积极的现实意义。我国应急物流的发展,按照实施主体大致可以区分为以军民联储联供为牵引的准军事化模式、以应急产业发展为基础的泛市场化模式、以突发事件应急为导向的纯行政化模式等三种模式。

Emergency logistics is a kind of special logistic activities which is used to meet the demand of material in emergency;and it can help achieve the purpose of redistributing emergency materials from supplying regions to the destination.It is demonstrated that emergency logistics is playing an irreplaceable role in coping with emergency.Exploring the scientific and rational development pattern of emergency logistics,accelerating the development of emergency logistics projects and improving the quality and benefit of emergency logistics development is of great significance for promoting the development of China＇s emergency logistics.According to the main player of emergency logistics development,the development pattern of China＇s emergency logistics can be divided into such three patters as quasi-military pattern integrating the development of military and civilian sectors,pan-market-oriented pattern taking the development of emergency industry as the foundation and pure administrative pattern taking emergency as the guidance.
