摘要
我国流通产业已经取得了较大发展,但仍存在体制、法制、政策及市场障碍等制约因素。流通产业的规范与促进,需要国家公权力的科学合理介入。我国运用经济法的价值理念,既要发挥市场配置资源的基础性作用,又要发挥国家的调控与管理职能,改革流通管理体制,完善流通立法及实施机制,发挥流通产业政策的促进作用,推进市场融资机制建设,促进流通产业的健康可持续发展。
Although we have made great achievements in the development of China＇s circulation industry,there are still some restriction factors,such as the institutional,legal,policy and market barriers.The scientific intervention of national public power is needed in circulation industry standardization and promotion.We should take advantage of the value concept of economic law,give full play to not only the basic role of market in resource allocation,but also the role of the country in regulation and management,implement reform in circulation management system,improve circulation legislation and implementation mechanism,give full play to the promotional role of circulation industry policy,promote the construction of market financing mechanism,and promote the health and sustainable development of the circulation industry.
