基于融资性担保公司业务的风险属性,风险防范体系的构建至关重要。但融资性担保公司风险防范体系的构建不仅需要契合它内部风险管理的需求,更重要的是要有良好的外部环境支撑。简单而有效的监管体制、完善而健全的法律制度、科学而公众认可的综合评价都会促使融资性担保公司把风险防范体系构建上升为一种自觉的行为。所以,良好的外部环境建设是支撑融资性担保公司风险防范体系构建的必要条件。

The construction of risk prevention system is crucial in view of financing guarantee business risk attributes. Its con- struction, however, not just only meets the needs of internal risk management, more importantly, also has a good support of external environment. Simple and effective regulatory regimes, sound and perfect legal system, scientific and comprehensive evaluation recog- nized by the public will impel financing guarantee company to constrcut risk prevention system consciously. Therefore, a favorable construction of external environment is a necessary condition for building the risk prevention system.
