摘要 提出了一种基于激励惩罚机制的区域电网电能质量综合评价算法,通过分析电能质量各评价指标值的动态变化特性,对其中质量好的部分进行激励、质量差的部分进行惩罚,从指标、时间、区域三维上实现多指标的区域电网电能质量时序动态评价。首先,分析每项指标在时间维上的连续性及其采样时的离散性,运用线性状态变换模拟指标的动态发展趋势;其次,建立各项指标的激励惩罚评价模型;然后,采用积分方式集结经标幺化处理的指标值在各时间段内相对于激励惩罚控制线所包含的信息量,得到带激励惩罚的阶段性评价值;接着,采用拉开档次法得出被评价系统在各时间段的电能质量评价值;最后,利用最小方差法对区域电能质量在不同时间段内的评价值进行加和,并通过调整时间因子反映不同时间段的电能质量对最终评价结果的影响。实际算例表明,该方法能通过激励惩罚作用实现对不同评价对象质量的区分。 A comprehensive evaluation method of power quality based on incentive and punishment mechanism is proposed.By analyzing the dynamic nature of all indices according to their quality,the good quality part is awarded while the poor quality part is punished.The power quality of regional power grid containing multiple indices is evaluated from three-dimensional of index,time-series and area.Firstly,the continuity and the discreteness of the indices are analyzed,and the linear state transformation is applied to simulate the dynamic development trends of each index.Secondly,the incentive and punishment mechanism model of each index is established.Thirdly,the per-unit processing index evaluation values in each period are calculated by the integral manner according to the incentive and punishment control line.Then,the evaluation values of all indices in every time period are obtained by thevertical and horizontal”scatter degree method.Finally,the evaluation values of the power quality in the whole time series are summated with the minimum variance theory,and the influence of power quality in different periods to the final evaluation results is reflected by adjusting the time factor.The realistic example demonstrates that this method can easily differentiate the quality of different evaluation objects.
