摘要
在公共选择理论基础上,从投票规则设计与公民选择、"中位数偏好"与"阿罗不可能定理"、选民偏好强度与投票结果质量、选举策略与选票交易、"代议制民主"的弊端五个层面,剖析了西方公共选择模式的理论基础和制度安排不可克服的内在缺陷,揭露了西方民主体制、金钱政治为少数特殊利益集团服务这一非民主的本质特征。"超级政治行动委员会"的兴起、2012年大选60亿美元天价的"民主大拍卖"不仅左右了美国大选的结局,而且会影响到美国未来的内政外交。特殊利益集团与美国政府成了名副其实的委托代理关系,金融寡头掌控内政外交是西方民主的真谛。
This paper analyses the theoretical flaws of public choice model and its institutional arrangement in five perspectives: voting rules vs. public choice; median-voter preference vs. Arrow's Impossibility Theorem; intensity of voters' preference vs. quality of voting; voting strategy vs. logrolling; representative democracy vs. Electoral College. It explores the essential features of western democratic system and money politics: to best serve the domestic special interest groups. The emergence of Super PAC in recent years and the $6 billion's 'Auction of Democracy' during 2012 elections not only determine the election result, but also shape the future domestic and foreign policies of the United States. The undeniable truth of western democratic model is: special interest groups and the US government have established a real Principal-Agent relationship and financial oligarchs have controlled both domestic politics and foreign policies.
