An Innovation Template of Modern Agriculture Operation Process for Rice-growing Regions in the South of China

提出了"政府统筹、企业引领、合作社链接、农民参与、精准农业物联网应用"的现代农业运行新思路,按照"联系实际、遵循规律,层次分明,路径清晰,可操作、可复制"的原则,设计出中国南方水稻产区现代农业运行流程创新模板。通过科技创新平台建立"农业数据信息中心、分级苗秧工厂、水田农机8S店",集成组合各类农业生产要素,加速农艺农机融合进程。通过新型市场主体的市场化运作,形成信贷担保、订单农业、土地流转和股份合作的生产关系,构建产前、产中、产后完整的农业生产经营链条。通过公益实施主体落实公益事业项目和村民自治筹资筹劳,完成现代农业精准作业基础的奠定。为中国南方水稻产区现代农业发展探索出了一条新路。

An innovation template of modern agriculture operation process for rice-growing regions in the south of China was worked out after the authors put forward a new thought of modern agriculture operation of ＂planned as a whole by government, led by enterprise, linked with peasants＇cooperative society, joined by farmers and applying techniques of internet of things for precision agriculture＂based on the principle of ＂following rules with practice, a clear path with distinct gradations and operability with reproducibility＂. In the template, an agro-information cen- ter, graded seedling-raising plants and an 85 shop of paddy farm machinery were set up on the sci-tech innovation platform to integrate and utilize various agricultural production elements and accelerate the combination of agronomy with agricultural machinery. Through a new type of marketing system, a sound agricultural production and market- ing chain with before, during and after service was established on a new production relation of credit guarantee, contract farming, land circulation and the joint-stock cooperative system. Through the implementation of public wel- fare projects by state-owned public institutions and fund-raised and labor-raised by villagers themselves, the founda- tion of precision operation of modern agriculture was built. This template opens a new way for the development of modern agriculture of the rice-growing regions in the south of China.
