It＇s one of the main ways to construct public cuhural service system covering the whole society in building a harmonious society. There exists cooperation with same kinds, competition and cooperation, and co- ordination and cooperation between public libraries and other cultural institutions. The public library should ad- here to the principles of independence, public welfare, the pursuit of win-win situation, and initiative in coop- eration with other social institutions.
