国外森林生物灾害立法探析:以美国、日本、德国和新西兰为例

Legislations Abroad for Forest Biological Disaster:Taking the United States of America,Japan,Germany and New Zealand as Examples

森林生物灾害造成巨大的环境、经济或社会损失,引起了全球范围内的高度关注。目前已有与森林生物灾害有关的一系列国际法律文件,并且美国、日本、德国和新西兰等国也纷纷加强相关立法,并构建了各具特色的森林生物灾害国内立法体系。我国是世界上少数几个森林生物灾害最严重的国家之一,森林生物灾害立法体系还存在一定缺陷,可从上述4个国家的森林生物灾害国内立法中获得有益启示。

Forest biological disaster has aroused great attentions in the world for its serious ecological,economic and societal losses.There have been a series of international legislations related to forest biological disaster.The United States of America,Germany,Japan and New Zealand have strengthened the relevant legislations and constructed their own distinctive municipal legislative systems for forest biological disaster.As one of few countries that suffer from forest biological disaster most seriously,legislations for forest biological disaster in China have some defects.We can learn from municipal legislations in the above four countries.
