摘要
基于林下经济的内涵和本质分析,探析了是否应该发展林下经济方面存在的认识误区;基于对林下经济发展动力机制的分析,探析了政府在发展经济中职能方面存在的认识误区;基于对林下经济发展条件与环境分析,探析了林下经济发展模式方面存在的认识误区;基于对林下经济发展初期阶段属性的分析,探析了林下经济发展政策对策方面的认识误区。消除认识误区,推动林下经济全面发展,有助于促进生态林业和民生林业发展目标的实现。
Based on analysis on the connotation and nature of the Non-timber Forest-based Economy （NTFBE）, this paper investigates the misunderstanding on whether the NTFBE should be developed. Based on analysis on the dynamic mechanism of the NTFBE, the paper investigates the misunderstanding on governmental function in eco- nomic development. Based on analysis on developmental condition and environment of the NTFBE, the paper in- vestigates the misunderstanding on developmental mode of the NTFBE. Based on analysis on the primary develop- mental stage feature of the NTFBE, the paper investigates misunderstanding of policy for development of the NT- FBE. Elimination of the misunderstanding and promotion of comprehensive development of the NTFBE will facil- itate development of forestry bein~ friendly to ecolo^v and peoples＇ livelihood.
