摘要
中国向非洲国家提供援助开始于1956年。这些援助一方面巩固了中非之间的外交关系并促进了非洲国家的民族独立与经济发展,另一方面也减轻了以美国为首的西方国家及苏联对中国的压力。20世纪60年代初,广东省在"归口管理"、"分省负责"体制下开始向非洲国家提供援助。截止到70年代末,广东省承担了中国向马里、刚果(布)、加纳、几内亚、冈比亚、赤道几内亚等非洲国家的援助任务。援助范围包括水电站、输变电线路、糖厂等大型工业项目和水稻、棉花、甘蔗等农业项目。此外,广东省还向赤道几内亚、冈比亚两国派遣了援助医疗队。这些援非项目的顺利完成不仅促进了中国和非洲的友好合作关系,而且也为改革开放后广东企业"走非洲"奠定了基础。
China’s assistance to African countries began in 1956. China’s assistance to Africa on one hand consolidated the diplomatic relations between China and Africa and promoted national independence and economic development of African countries, on the other hand also mitigated our pressure from western countries led by the U.S. and Soviet Union. In the early of 1960s, under the system of 'put under centralized management by specialized departments' and 'provincial responsibility', Guangdong Province began to provide assistance to Africa. Up to the late of 1970s, Guangdong Province undertook the assistance tasks to the Mali, the Congo (Brazzaville), Ghana, Guinea, Gambia, Equatorial Guinea and other African countries. Assistance ranged from large-scale industrial projects, such as hydropower station, power transmission lines, sugar mills, to agricultural projects, such as rice, cotton, sugarcane and etc.. In addition, Guangdong also sent assistance medical team to Equatorial Guinea and Gambia bilateral. Those assistance projects’ smooth completion for Africa not only promoted the friendly and cooperative relations between China and Africa, but also laid the foundation on Guangdong enterprises’ 'going to Africa' after the reform and opening-up.
