摘要
部分基本药物供应的短缺是现阶段国家基本药物制度实施过程中面临的一个重要挑战。本文总结了解决这一问题的经验,从公共治理理论的视角指出基本药物供应并不是一个简单的物理或经济过程,而是一种复杂的公共治理行为。要化解基本药物供应难题,必须结合公共治理的相关原理,实现基本药物供应主体上的"共治"、供应手段上的"巧治"与供应体系上的"良治",同时强化对医药产业的战略定位,制定符合中国国情的医药产业扶持政策。
As one of the emphases and difficulties of new health care reform in China, the ongoing national es- sential medicine system comes across a great challenge ： the shortage of a few of essential medicines＇ supply. On the basis of reviewing those existing policy suggestions, this paper argues that the process of essential medicines＇ supply is not only a physical or economic process but also a complicated process of public governance. It is argued that we should realize teamwork governance, smart governance and good governance to overcome its shortage difficulty from a perspective of public governance. Also, a series of national industrial policies to support its pharmaceutical industry development should be enacted to improve its pharmaceutical industry development.
