论公共利益、公共服务与服务型政府之关系——以宿迁市政府管理创新为分析起点

On Public Interest, Public Service and Service-oriented Government——Starting from Management Innovation of Suqian Government

江苏宿迁市是发达省份欠发达地区的代表,也是坚持改革创新的典型。从介绍分析宿迁市推进依法行政的政府管理创新实践为起点,论证了服务型政府法治化进程中的两个基本要素公共利益、公共服务与服务型政府之间的逻辑关系。认为服务型政府建设以维护公共利益为基本导向和价值追求,而维护公共利益的重要手段是公共服务的供给体制,因此公共服务是服务型政府的职能核心所在。

Suqian city in Jiangsu province,on behalf of the less-developed area in a developed province,is also the representative of reform and innovation.Starting from the introduction and analysis of the Suqian government management innovation practice in advancing the administration according to law,the article expounds on the logical relationship between the service-oriented government and public interest,public service,the two basic elements in the legalization process of the service-oriented government.Public service system is an important means to safeguard the public interest,which is the basic orientation and value of the service-oriented government.Therefore,public service is the core function of the service-oriented government.
