本文以认真学习、领悟美国《弗莱克斯纳报告》（FlexnerReport）的精髓为认知基础，借鉴美国医学教育发展的成功经验和有益启发，客观论述了医学专科学校有效提高教学质量的必然性、必要性和可行性；同时，依据我国新医改战略规范实施和持续推进的育人要求，通过比较分析和理性思考，提出了紧扣推进目标、有效提高教学质量的育人思路，以促进医学专科学校教师提高认识、消除歧见、勤奋探索、协同攻关，顺利实现有效提高教学质量、稳步推进新医改战略的育人目标。

In this paper, conscientiously study and comprehend the essence of ＂Flexner Report＂ for the cognitive basis of a positive taste, learn from the successful experience of the development of American medical education and beneficial inspired objectively discusses medical college effectively to enhance teaching quality of inevitability and necessity and feasibility. Meanwhile, the active requirements based on the strategy specification implementation of China＇ s new medical reform and continue to promote educating people closely linked to promoting the goals through a comparative analysis and rational thinking, rational ideas effectively enhance the quality of teaching, educating people, is conducive to medical college teachers raise awareness, eliminate differences and diligent exploration, collaborative research, successfully achieve effective to enhance the quality of teaching, and steadily push forward the strategic goal of educating people of the new health care reform.
