摘要
改革开放30多年来,中国的社会发生了翻天覆地的变化。尤其是从十一届三中全会以来,中国政治体制改革逐渐深入,政治体制开始向科学化、民主化的方向发展。在此过程中,公民参与公共决策的程度逐渐加大,但不可否认,中国公民在参与公共决策的过程中也存在着一些障碍,本文就克服这些障碍提出了针对性的建议。
For 30 years of reform and opening up,earthshaking changes have taken place in Chinese society.Especially SINCE the Third Plenary Session of the Eleventh Central Committee,Chinese political system reform gradually has been deepened,the political system has been directed to scientific,democratic development.In this process,the extent of citizens＇ participation in public decision has been increased gradually,but undeniably,there also exist some obstacles in the process of Chinese citizens＇ participation in public decision-making.This paper puts forward suggestions aiming at overcoming these obstacles.
