城镇化过程中耕地资源保护面临的挑战与政策建议

Challenges in Land Protection in the Process of Urbanization and Suggestions in Policy

在城镇化快速发展过程中,我国高度重视耕地资源保护工作,目前粮食安全所需耕地基本得到保证,耕地占补平衡工作取得明显成效,农村土地整治不断完善。未来十年是我国城镇化快速发展时期,城镇化过程本身仍将占用大量耕地。由于城镇化过程中耕地保护制度存在缺陷,节地机制没有建立,耕地资源保护形势仍然十分严峻。深层次的原因是,我国国民收入分配体制改革滞后,人地关系脱节,在城镇化过程中保护耕地资源的动力机制缺失。建议加大保护力度,完善耕地保护制度;创新保护方式,深化农村土地整治;统筹城乡发展,实行人地挂钩。

In the fast process of urbanization,the work of land protection is closely paid attention to.Now,the land for food is basically guaranteed,and management of rural land is being gradually perfected.Because of the defect existed in the land protection of urbanization,the situation of land resources protection is still rather stern.The profound reason is that reform in income distribution among nationals lags behind,with no dynamic mechanism of land protection in the process of urbanization.This paper,thus,proposes to strengthen the scope of protection,perfecting land protection rules,to innovate in the ways of protection,deepening land management in rural areas,and to integrate urban-rural development,realizing the connection between human and land.
