高层建筑火灾具有火势猛、蔓延快、疏散难、伤亡重、结构耐火性差、灭火救援难等特点,央视大楼、沈阳皇朝万豪等近年来的特大高层建筑火灾给人民生命和国家财产造成了巨大损失,同时也暴露出来《高层建筑消防管理规则》等消防法规制度不落实,干部、职工防火意识淡薄,违章用火、用电火灾重大隐患长期得不到整改等现象普遍存在。这些问题主要是由高层办公楼宇消防安全管理机制不健全引起的。长庆兴隆园物业管理处不断创新高层办公楼宇消防安全管理机制,多年的探索和实践经验,为全矿区乃至全国高层办公楼宇的火灾预防具有重要的理论指导和实践推广意义。

The distinctive features of high-rise building fires are fierce, fast spreading, difficult evacuation, heavy casual- ties, poor structural fire resistance, difficult fire fighting and rescue. Large high-rise building fires in recent years, such as CCTV Tower, Shenyang Marriott Hotel, etc, have caused tremendous damage to people＇ s lives and property of our Country. The high-rise building fire management rules and other regulations are not implemented. Cadres and workers＇ weak aware- ness of fire prevention, illegal use of fire, electric fire a major hidden long-term lack of rectification are widespread. These problems are mainly resulted from poor high-rise office building fire safety management system. Changqing Xinglongyuan Property Management Department recently innovated high-rise office building fire safety management system. This practical experience has important theoretical and significantly practical promotion to the whole mining area and even the high-rise of- fice buildings.
