增加值是反映高新技术产业"高产出"的重要指标,而增加值率作为增加值占总产值的比率,其大与小意味着高新技术产业增长质量的优与劣。通过分析美国、日本、韩国三国高新技术产业增加值率的变化特点,以及影响这些变化的作用因素,发现高新技术产业增加值率下降是客观规律使然,产业结构和产业创新能力是影响高新技术产业增加值率的关键因素,但产业革命和技术变革可提升增加值率,经济危机则相反。最后,提出有针对性的启示与建议,为我国加快发展高新技术产业、培育发展战略性新兴产业提供有益参考。

The added value is an important indicator to reflect ＂ high output＂ of high -tech industry. Value added rate as the increase in value of total output value ratio, means the superiority or inferiority of the growth quality of high - tech industry. Through the analysis of the United States, Japan, South Korea ＇s high - tech industry value added rate on the characteristics and the impact of these changes on the factors, we found that the decline of high - tech industry value add- ed rate follows the objective law, and the industrial structure and industrial innovation capacity are the key factors that af- fect the high - tech industry value added rate. But the industrial revolution and technological change can enhance the val- ue added rate, and the economic crisis is restricting the value added rate enhancement. Finally, we propose targeted rev- elations and provide a useful reference for China to accelerate the development of high - tech industry and foster the devel- opment of strategic emerging industry.
