科研项目立项定量评价方案研究——以医学为例

Quantitative Evaluation on Scientific Research Project Establishment——Based on Medical Case Study

采用先定性后定量的科研项目立项质量评价可以有效避免人工评价的人为主观因素的干扰,更好地体现立项工作的公正、公平性,提高科研人员的申报热情。以医学科研项目为例,从医学项目涉及的研究人员资历、项目前期成果、项目立项前查新、项目申请书内容等指标阐述医学项目评价指标的分类分级,提出立项质量的定量评价模型并进行模拟实践展示,对批量的定量评价结果提出运用布拉德福定律处理的方法。

After qualitative and quantitative research, project quality evaluation can effectively avoid the interference of artificial human factors evaluation, better reflects the fair and equitable nature of project work to improve the enthusiasm of researchers. This paper, taking medical research for example, from the medical qualifications of researchers involved in the project, preliminary results of the project, the project in search of new money, and the project application, de- scribes the content and other indicators of medical evaluation project classification and grading, proposes a model for quantitative evaluation of the quality of project, shows its simulated practice, and uses Bradford~ law to deal with the bulk quantitative results of the evaluation.
