“绿色财政”与“绿色经济”——以辽宁省为例 被引量:5

摘要 我国自2007年出台了《中国应对气候变化的国家方案》后,一直在大力推进新能源、新材料、新产品、新经济模式和节能减排等"绿色经济"建设。通过深入研究"绿色经济"与"绿色财政政策"的相关内容,结合辽宁省在发展绿色经济实践中的成果和遇到的问题,并且借鉴国内外成功运用"绿色财政政策"发展绿色经济的案例,运用归纳对比和总结分析相结合的方法,对辽宁省在发展绿色经济、运用"绿色财政政策"中急需解决的问题提出对策和建议。 Since introducing the " China national plan to respond to climate change" in 2007, our country has been in the "green economy" construction, such as the new energy, new material, new products, new economic model and sav- ing, etc. Through the in- depth study of the related content of "green economy" and "green fiscal policy", the paper combines the practice of the achievements with the problems in the development of green economy in our province, and draws lessons from the cases about domestic and international successful use of "green financial policy". With the method of inductive comparison and conclusion analysis, aiming at the urgent problems in developing green economy and carrying out green fiscal policy, the paper puts forward feasible countermeasures and suggestions accordingly.
