Considering the special stretagic status of Sansha Municipality, a suggestion of Sansha Municipality building-up as a man-made island which intrgrated state-right-safeguard, development and maintenance as one. The necessity and urgency of this item are stated. Then the function distribution plan are put forward from 4 aspcts, such as building up logistics hub etc.. Meanwhile the tactics of scientific overall planning and implementing by stages and several suggestions are put forward, which could be referenced.
