The eighteenth Party Congress report concludes, ＂we should build the Party into an innovative, serv- ice - oriented and learning Marxist governing party. ＂ It is of great theoretical as well as practical value that we look back on and summarize the developmental process of the Party construction, and dig into its foundation of evolution.
