地质勘查工程由计划管理转向市场管理之初,各种不同成分的地勘单位纷纷涌入勘查市场,形成勘查队伍各自为政、管理混乱的局面,致使设计、专业报告把关不严,勘查质量下滑。针对地质勘查状况,国家和地勘行业管理部门相继出台了一系列的管理政策与法规,尤其是《国务院加强地质工作的决定》出台后,中国地质调查局、有关行业局如中国煤炭地质总局、及相关行业协会为地质勘查监理走向正规化、常态化做了大量工作,颁布了一些监理管理办法、导则、规程等,在保障地质勘查项目质量方面发挥了重要作用。无论是中央地勘基金项目、还是商业性地质勘查项目,建立和完善地质勘查管理的相关法规、规范和标准,有利于避免监理工作不均衡、勘查市场发展与监理不适应的现象。以取全取准第一性地质资料为目标的地质勘查监理,其未来之路一是走向法制化,二要紧密结合当今矿山建设的发展需要,三是实行归口管理。

at the beginning of geological exploration project steering from planned management to market management,various geological exploration units swarmed into exploration market in succession,thus formed a situation of exploration teams do things in their own way and confused management,brought about laxative designs and professional reports,exploration quality letting down.In allusion to geological exploration status,the country and the geological exploration industry managerial department have been introduced a series of management policies and regulations,especially after the ＂State Council Decision on Strengthening Geological Works＂ has been issued,the China Geological Survey,relevant industry bureaus such as the China national Administration of Coal Geology and related industrial associations did a lot of works for the normalization of geological exploration supervision,issued some supervision management regulations,guidelines,standards etc.,played an important role to ensure geological exploration project quality.Whether it is central geological exploration fund project,or commercial geological exploration project,to establish and perfect geological exploration management relevant regulations,norms and standards are propitious to avoid phenomena of disproportion in supervision works,maladjustment in exploration market development and supervision.Taking all and quasi primary geological information as the goal,geological exploration supervision road to the future： the first is on a legal basis,second is tight coupling with present mine construction development needs,and third is centralized management by specialized departments.
