摘要
行政行为必须走向程序化是“行政法治”的法制建设价值取向的要求 ,本文在理论结合案例的基础上分析了具体行政行为违反法定程序的几方面内容及其处理办法 ,对于实现依法行政这个目标具有一定的参考价值。
There is a tendency to make administrative act towords programme according to the demands for strengthening administrative rule by law. This paper accounts for aspects of illegal act in administration and its penalty combining theory with realistic cases. That will help reaching the aim at administrative rule by law.
