摘要
在城市交通环境污染成为我国各地交通发展共性问题的情况下,是否需要新建或扩建道路,如何在道路新建或扩建后结合相应政策减少诱增交通量,以及如何改善交通环境逐渐成为学者们的关注重点。通过对我国诱增交通量的探讨,得出在道路修建或扩建后将引起诱增交通量的确实论断。在归纳总结道路建设优缺点的前提下,得到道路供给与需求关系,为道路建设与否提供依据。为改善道路建设后的缺点和交通拥堵等问题,在借鉴世界各国交通政策成功实例的基础上,提出符合我国国情的交通政策,如公共交通政策、拥挤收费政策、步行和自行车使用政策等。
The traffic congestion can be alleviated by building or rebuilding new roads.However,building or rebuilding new roads will increase new traffic,which is called induced traffic.Urban traffic environmental pollution has become one of problems in common transportation development all over the country now.Therefore,whether the road is needed to be built or not,how can reduce the induced traffic with appropriate policies and how to improve the traffic environment are gradually becoming the primary focus of researchers.Based on the discussion on induced traffic,induced traffics are widely existed in our country.After summarizing the advantages and disadvantages of road construction,the relationship between road demand and road supply is a reliable basis for evaluation.In order to improve the disadvantages and the congestions,some suitable suggestions,such as public transport policy,congestion pricing,walking cycling policy our country,and so on,are put forward on the basis of successes of transport policies in other countries.
