摘要
国外区域规划立法较旱，且具有一些共同特点。我国在规划领域的立法一度中断，至今也远不健全。如果政府官员和规划专家的责任感和使命感不强，且双方还在为名利博弈，那么，只有靠规划方面的法律法规约束他们。因而，规划领域法律体系的建设就显得尤为紧迫重要。这将有助于编制出经得起逻辑推敲、经受住时间考验的发展规划。
If governmental cards and planning specialists are not responsible for their fame and interests, the construction of law system is very important in the field of planning which will help logical development plan to be made.
