“桥头堡”战略下我国西南地区国际工程承包业务发展研究——以云南省为例

Research on the Development of International Engineering Contracting in Southwestern China under the "Bridgehead" Strategy——The Example of Yunnan Province

国际工程承包业务是外经外贸工作中的重要组成部分,在目前中国"走出去"战略的实施过程中具有举足轻重的作用。自2010年5月国务院批复"桥头堡"战略实施意见后,西南地区将成为中国面向东南亚、南亚开放的前沿阵地。能否有效促进国际工程承包业务的开展,将对"桥头堡"战略的实施形成至关重要的影响。尽管近年来在此领域发展迅速,西南地区仍低于全国平均水平。以云南省为案例,从现状分析入手,深入挖掘制约国际工程承包业务发展的因素,在此基础上,构建适合西南地区国际工程承包业务的发展模式,系统地提出相应的对策建议。

International engineering contracting is one of the most important components of foreign economics and trade, and it plays an important role in the implementation process of China＇s ＂Go Out Policy＂. Since the State Council agreed 2010, Southwestern China has become the frontier to implement the ＂bridgehead＂ Strategy in May, of China to open to Southeast Asia and South Asia. It will have great influence on the implementation of the ＂bridgehead＂ Strategy based on whether the international engineering contracting service can be effectively promoted. Although the development in the area developed fast in recent years, the service in southwestern China still lacks behind the average of the whole country. By taking Yunnan province as an example, and based on the status quo, the authors analyze in detail the constraints of the development of international engineering contracting. The development mode of the service in southwestern China is constructed by the authors based on their analysis, and corresponding policy suggestions are made systematically.
